Question:
What, if any, provisions have been made to deal with the issue of patients being specialled i.e patients placed under direct continuous observations?

Answer:

The Mental Health Act 2001 does not make any specific provision for specialling a patient. It can be addresses with local policy keeping within the context of Section 4- best interests of the person.
