In this situation a sibling can apply under the section of a spouse or a relative, including the siblings that are Gardai using Form 1( spouse or relative)

A garda makes an application as part of the role as a garda and does so under SECTION 3 OR SECTION 9 in the course of their duty using From 3( Member of the Garda)

The local health manager in your area should be able to provide details of who the authorised officer for your area.
