Question:
Who will be the authorised officers? Who will train the authorised officers? How will the authorised officers be selected? Will there be a panel/roster in place in each service?

Answer:

The Mental Health Act, 2001 introduces the role of authorised officers.  This person will have the power, when authorised by the Chief Executive of a health board (HSE), to make an application for involuntary admission.  The rank or grade will be prescribed by regulations made by the Minister for Health and Children.  (Section 9 Mental Health Act, 2001)

The HSE have a working group in progress to address issues such as training, panels, rosters etc.  This group is currently ongoing.

An interim arrangement has been put in place by the HSE until the role is fully established.
